Orange County's First Streetcar in 75 Years Is Almost Ready to Roll

After six years of delays and $537 million in costs, the OC Streetcar linking Santa Ana to Garden Grove is set to open in March 2027.

On a warm February morning in 2026, a bright red-and-white Siemens streetcar rolled slowly down Santa Ana Boulevard, past the fruteria and the panaderia and the payday lender, past shopkeepers who had endured seven years of closed lanes and torn-up sidewalks, and past a small crowd of transit riders who paused to film it on their phones. There were no passengers on board. There was no fanfare. But for the first time since 1950 -- when the last Pacific Electric Red Car creaked out of downtown Santa Ana -- a rail vehicle was running under its own power through the heart of Orange County.

That test run marked the beginning of the end for one of the most delayed, most expensive, and most consequential transit projects in the country. The OC Streetcar, a 4.15-mile line linking Santa Ana to Garden Grove, is now scheduled to open to revenue passengers in March 2027 -- roughly six years behind its original target. It will be the county's first modern streetcar, the first new fixed-rail transit in Orange County in a generation, and, quietly, one of the more equity-conscious rail launches in recent American memory.

A Route That Traces Its Own Ghost

The OC Streetcar runs from the Santa Ana Regional Transportation Center (SARTC) on the east -- where Amtrak's Pacific Surfliner, two Metrolink lines, Greyhound, and more than a dozen OC Bus routes already converge -- westward through downtown Santa Ana, across the Santa Ana River, and up to a new elevated terminus at the Harbor Transit Center in Garden Grove.

Downtown loop, then dedicated right-of-way

Through downtown, the streetcar splits into a one-way pair: westbound trains follow Santa Ana Boulevard past the Civic Center, while eastbound trains cut through the Arts District on 4th Street. Ten stations line each direction, sixteen platforms in total. West of Raitt Street, the tracks leave the street entirely and drop onto the former Pacific Electric right-of-way -- a diagonal, roughly 100-foot-wide corridor that OCTA had the foresight to hold onto for decades, waiting for a use. A new double-track bridge carries the line over the Santa Ana River, and an elevated segment brings it into Harbor Transit Center.

The Red Cars, revisited

This is not the first time steel rails have run this route. In 1905, the Pacific Electric Railway extended its Santa Ana Line down through Orange County from Downtown LA, and Red Cars ran along the same 4th Street alignment the streetcar will use today. PE service ended in 1950, done in by cheap gasoline, subsidized freeways, and the great American infatuation with the private car. It is difficult not to read the OC Streetcar as an act of belated historical correction -- the closing of a 75-year parenthesis. Six Years Late, and Counting

The delay narrative matters, because it is the story of the project as much as any statistic.

Original plans called for revenue service in 2020 or 2021. In October 2023, OCTA reported to the Federal Transit Administration that trains would run by August 2025. In February 2025, the agency pushed the opening to March 2026, blaming "construction challenges." Then, in May 2026 -- with test cars already running on Santa Ana Boulevard -- OCTA quietly moved the date again, to March 2027.

The reasons are not mysterious. In September 2020, construction crews unearthed human remains at a work site, halting activity and triggering months of archaeological and legal review. In March 2022, prime contractor Walsh Construction sued OCTA over cost disputes, a fight that soured the owner-contractor relationship and slowed field work. Right-of-way testing did not begin until October 16, 2025, and street testing on Santa Ana Boulevard began on February 20, 2026. By the time the first fare-paying passenger boards, more than eight years will have passed since the November 30, 2018 groundbreaking.

Costs tracked delays. The 2017 estimate was $299.3 million. The 2018 estimate was $407.76 million. Today's number, roughly $537 million, works out to about $129 million per mile -- making the OC Streetcar the most expensive modern streetcar built in the United States, and by a wide margin.

Following the Money

The financial architecture is the standard American federal-local sandwich. The FTA Capital Investment Grants program (New Starts) put up $217 million, announced at the 2018 groundbreaking. Orange County's voter-approved Measure M -- a half-cent transportation sales tax renewed through 2041 -- and state funds covered the rest.

The big contract line items:

  • $220.5 million -- Walsh Construction, civil works (September 2018)
  • $51.5 million -- Siemens Mobility, 8 S700 low-floor streetcars (March 2018)
  • $15 million -- HNTB Corporation, design (September 2015)

The federal role here is significant. New Starts is the same program that anchored the Purple Line extension in Los Angeles and countless other American rail projects; it is also the program whose sister effort, the All Stations Accessibility Program, has quietly become one of the most important levers for equity in legacy transit systems.

Rolling Stock and Service

The eight vehicles are Siemens S700 low-floor streetcars -- the same Siemens platform (rebranded from the S70 in 2020) that runs in San Diego, Portland, and elsewhere -- assembled in Sacramento. Six will operate simultaneously in normal service, with two spares. OCTA will operate the streetcar directly, using the same operations and maintenance infrastructure it runs for OC Bus, with maintenance based at a new facility adjacent to the SARTC yard. Each car holds up to 200 riders, seated and standing.

How often, how fast, how much

Service will run every 10 minutes at peak (6 AM to 6 PM) and every 15 minutes off-peak, from 6 AM to 11 PM on weekdays, until 1 AM on Fridays and Saturdays, and 7 AM to 10 PM on Sundays and holidays. End-to-end trip time is about 22 minutes, at an average operating speed of 11.3 mph including stops (top speed 44 mph).

Fares match OC Bus at $2.00 per single ride, with a $4.50 daily cap and a $69 monthly cap. Seniors and disabled riders pay $0.75. Youth ages 6-18 ride free at launch -- a meaningful policy choice in a corridor where a large share of the ridership will be students. Payment uses OCTA's Wave contactless card, credit or debit tap, or cash ticket vending machines, with proof-of-payment enforcement on board.

OCTA projects 6,000 to 7,300 daily boardings at maturity.

Who This Line Is Really For

Santa Ana is roughly 310,000 people, one of the most densely populated cities in the country, and between 77 and 80 percent Hispanic or Latino. It is not Newport Beach. It is not Irvine. It is a working-class, largely immigrant city where the median household is poorer than the county average and where public transit is a lifeline rather than a lifestyle choice.

The most striking statistic in the entire project file: 17.8 percent of households in the streetcar's service area do not own a car. That is roughly double the national rate of about 9 percent, and it means the OC Streetcar is arriving in the single most transit-dependent corridor of any modern American streetcar. The Harbor Boulevard bus corridor at the line's western end already carries roughly 8 percent of all OCTA ridership -- the busiest bus corridor in the county.

The equity fine print

None of this makes the project uncomplicated. Small businesses along Santa Ana Boulevard and 4th Street bore years of construction -- dust, detours, and lost foot traffic -- and some did not survive. Community organizers worry about displacement as station-area rents rise, a familiar pattern that transit agencies increasingly try to blunt through land-use tools; New Jersey Transit's Red Bank agency-land TOD program is one recent attempt, and Oakland's work on equitable transit funding offers a useful frame. The free youth fare is a genuine equity win. The $537 million price tag, spent partly with local sales-tax dollars from working-class shoppers, is a harder conversation.

OCTA and the City of Santa Ana have taken some steps in response, though advocates say they fall short. The city adopted an Anti-Displacement Action Plan in 2021 that includes tenant protections, small-business technical assistance, and first-right-of-return provisions for commercial tenants displaced during construction. A Community Benefits Agreement negotiated with local advocacy groups secured commitments on local hiring -- a meaningful concession in a county where large infrastructure contracts have historically flowed to firms based elsewhere. But there is no dedicated affordable housing fund tied to the streetcar, and no inclusionary zoning overlay for the station-area parcels most likely to attract developer interest. Housing advocates point to this gap: the corridor already saw rent increases during construction, and the opening of revenue service typically accelerates that pressure. How Santa Ana manages the next five years of station-area development will be as consequential as whether the trains run on time.

How It Stacks Up

The OC Streetcar is not being born in a vacuum. A modest wave of American streetcars opened in the 2010s and early 2020s, and they offer useful benchmarks.

On paper, OC is the most expensive per mile by a wide margin. In practice, it is also the only one of these systems built around a genuine intermodal hub -- SARTC's Amtrak, Metrolink, and bus connections make the eastern terminus a real transfer point, not a downtown circulator anchor. The KC Streetcar's riverfront extension, by contrast, remains a fare-free downtown loop tool; Detroit's QLine and Cincinnati's Bell Connector have struggled to find ridership beyond tourists and event traffic.

The dedicated right-of-way segment west of Raitt Street is another OC advantage. Fully street-running systems get stuck in the same traffic they were built to escape -- a chronic critique that keeps the BRT-versus-light-rail debate alive. OC will get roughly a mile of exclusive running, which should meaningfully protect reliability.

The awkward comparison is the fare. Kansas City runs its streetcar for free, and ridership numbers reflect it. OC will charge $2.00 -- the same as its buses, which is defensible on integration grounds, but a real question in a low-income corridor. It is exactly the kind of tradeoff explored in our piece on the case for zero fares.

What Comes Next

Santa Ana officials have floated ambitions well beyond the initial 4.15 miles: a broader light-rail network reaching Disneyland, Anaheim's Platinum Triangle, and John Wayne Airport. OCTA's Central Harbor Boulevard Transit Corridor Study is already looking at a northward extension along Harbor. Proposed redevelopment of the Willowick Golf Course near Garden Grove -- mixed-use, with a possible sports arena and amphitheater -- could substantially boost the western end's ridership.

None of that is funded. All of it is, at minimum, a decade away. And it depends on the streetcar's first months and years going well: on trains showing up every ten minutes as promised, on the fare policy holding up under real ridership, on the surrounding neighborhoods absorbing new investment without pushing out the residents the line was built to serve.

For now, in the summer of 2026, the OC Streetcar is a $537 million bet -- that in a county long defined by its freeways, along a corridor where nearly one in five households has no car, a slow, quiet, electric train can once again do the work it did in 1905. In March 2027, we will find out if the bet pays off. It is, at last, almost ready to roll.
